Stuart is Director of Operations at Jacobs, and leads the 70-strong transport planning team across Scotland and Ireland. He has extensive experience in leading complex high profile multi-discipline transport planning projects. Stuart has been heavily involved in many commissions for Transport Scotland throughout his career and as such he has considerable knowledge of the policy and political dimensions associated with delivering national government policies. He has regularly provided strategic advice and support to Transport Scotland, a recent example being a period of secondment supporting the A9 Business Case team and then as advisor on the Glasgow and Clyde Valley City Region Deal projects.
He is currently Commission Director on the Strategic Transport Projects Review, a two year study to develop a programme of interventions across the country’s strategic transport network. Stuart’s responsibilities outside of Scotland include his role as Commission Director on the strategic modelling commission for the National Transport Authority in the Republic of Ireland.
Stuart joined Jacobs in 1991, the day the Edinburgh office was established. From an initial staff of two in 1991, he has played a key role in the growth of the office, which currently stands at 150 employees. Having a strong multi-disciplinary team in Edinburgh with great collaborative behaviours is one of the main reasons for the success of the office in recent years, particularly in securing the Edinburgh City Centre Transformation project in late 2018.
As a transport planner, Stuart is often involved in the early stages of projects. This experience along with his background in developing strategies will be of real value to our local clients.
Stuart is keen to see the continued growth of our presence in Edinburgh and feels strongly that our City Strategy must recognise our role in the local community and in influencing the next generation: "I have been fortunate enough to fulfil the Office Lead role for our office, over this last 10 years of growth. Being based in Edinburgh all my career and having contributed to projects that have improved the lives of residents and employees I'm thrilled to be given the opportunity to lead our City Strategy for Edinburgh to take us to the next level of our growth plan. I am proud of the ever-growing networks and STEM Ambassadors who play an active role in supporting communities in the Edinburgh area, alongside working with local businesses to promote safety through our BeyondZero programme".
